U.S. Invokes Genocide Convention Against Government of Sudan

U.S. Administration formally finds Khartoum and Arab Janjaweed responsible for "Genocide" of African tribes in Darfur. Secretary Powell tells Senate Foreign Relations Committee this morning that U.S. will initiate today a new UN Security Council resolution under Genocide Convention. Powell highlights U.S. leadership diplomatic role in trying to end violence throughout Sudan, including Darfur, and in providing up to 80% of all international humanitarian aid to Darfur. Committee Chairman Lugar notes "UN is not very effective." Powell responds that no country is willing to send troops but that an expanded mission of the African Union with thousands of troops with ability to intercede to stop atrocities is best solution.
