American public diplomacy and strategic communications

have been failing since the end of the Cold War. We

are neither promoting American values effectively nor

winning the war of ideas. Public diplomacy and strategic

communications are perversely under-funded. They will

continue to fail until the new administration establishes

and delivers funding at a level commensurate with these

activities' strategic importance.
