Putin to Split NATO Alliance?

Zeyno Baran, Director of Hudson Institute's Center for Eurasian Policy, has just released an article on the potential granting of NATO Membership Action Plans (MAP) to Ukraine and Georgia. The question of Ukrainian and Georgian membership is one of the most contentious issues at the ongoing NATO summit in Bucharest. The United States government is strongly in favor of MAPs being extended to the two countries, while Russia is fiercely opposed. In her article, Ms. Baran explains why offering these two countries a MAP is important to NATO, as well as why Russia cannot be allowed to hold a veto over the organization's membership.
