On February 11, 2013, Hudson Institute’s Initiative on Future Innovation convened a distinguished panel of experts from government, business, and the legal and academic worlds for an off-the-record workshop on a working draft of Open Spectrum: A Major Step for U.S. Innovation and Economic Growth by Harold Furchtgott-Roth Mr. Furchtgott-Roth, a former FCC commissioner and leading expert on internet policy and regulation, is a senior fellow at Hudson Institute and director of its Center for the Economics of the Internet Open Spectrum — since published in final form as the second in a series of major research papers by Hudson’s Innovation Initiative, and available for download under the “Further Reading” header elsewhere on this page — is a systematic analysis of existing electromagnetic spectrum-allocation rules in the United States, and a powerful argument for reorienting that policy to permit much freer, more flexible, and market-driven use of spectrum by current and future licensees.
