The autocratic regimes in Russia and China are weakening democratic norms and abusing human rights around the world. Such behavior increasingly knows no borders, and the Chinese Communist Party has sought to undermine democracy globally and export its authoritarian model to vulnerable countries worldwide.

What should the U.S. and its democratic partners do to counter the export of authoritarianism and strengthen democratic resilience? And how ideological is the threat that these two countries pose?
