China’s rise has ended the so-called holiday from history the United States seemed to enjoy in the 1990s. Now, the future of the international order is unclear as great power rivalry simmers and new centers of power emerge. How should analysts and policymakers understand the international order? What are the most fundamental threats to America’s leadership in the world?

This Policy Certificate Program will examine the theoretical foundations, policy implications, and practical realities of the new era of rivalry with a view toward American leadership. Participants will assess the strategic logic of contemporary geopolitical competition and confront the challenges of decision-making through an immersive simulation exercise.

Program Overview

This certificate program is designed to equip policy professionals with a rigorous framework for understanding great power competition and the evolving structure of the international order. Through intensive seminars, strategic case studies, and an immersive crisis simulation, participants will examine competing theories of world order and evaluate the instruments of American power: military, economic, technological, and diplomatic. The program challenges participants to move beyond headlines and develop a deeper strategic understanding of how the United States can navigate an era defined by contested leadership and shifting balances of power.

Seminar Modules

Through practical exercises, participants will immerse themselves in the principles and dynamics that drive military strategy and execution. This experiential learning model will ensure participants gain firsthand insights into concepts often discussed but seldom experienced in policy circles.

Simulation

At the conclusion of the program, candidates will participate in an intensive simulation where they will utilize their new expertise and confront tactical and political questions that arise with the use of force.

Capstone Project

Candidates will showcase their newly gained policy insight by completing their choice of an op-ed or policy memo. Projects are due a week after the end of program and will be assessed by committee upon the basis of their strategic soundness, original analysis, and grasp of the policy area. The quality of this project will determine if candidates are awarded the certification.
