Competition between the United States and China is in multiple spheres—particularly in the military space—quickly becoming one of the foremost challenges facing America today. Agility is crucial to succeeding in long-term competition, yet rigid budgetary practices by the Department of Defense make this difficult. Evidence suggests that China’s resource allocation process may, in some areas, be more adaptable than that of the U.S. government, which in many ways has not changed since the 1960s.
