Many predicted that a multipolar world order would follow the Cold War, and it is now coming into focus as numerous threats to the United States and the rules-based order emerge. Russia continues to attack neighboring Ukraine while China regularly harasses Taiwan. Iran both supports Russia and uses proxies to attack Middle Eastern rivals. Each of these revisionist regimes is also confronting internal dissent that could drive their leaders to foreign adventurism. Meanwhile, the US military is shrinking and aging under the weight of increasing costs and responsibilities.
