Biography

Hayato Kitamura is a visiting fellow at Hudson Institute. He is a corporate lawyer and specialist in economic security. 

At Hudson, Mr. Kitamura’s work focuses on economic security within the Indo-Pacific, particularly the legal system and policymaking of Japan. He also researches the impact of national security issues on industry and business, with a focus on supply chains for semiconductors and other critical commodities; the safety of key infrastructure, including electricity, gas, water, railroads, aviation, broadcasting, and finance; public and private initiatives for research and development of advanced technologies such as AI and quantum; and the legal framework and issue analysis for security clearances.

Mr. Kitamura is an attorney at law specializing in corporate law and governance. He is a member of Miura & Partners, where he manages cases involving public companies in the areas of corporate law, mergers and acquisitions, and dispute resolution. Prior to joining Miura & Partners, he worked as an attorney at Nakamura, Tsunoda and Matsumoto.

Mr. Kitamura also provides consulting services for corporations in areas such as economic security, compliance, cybersecurity, national security issues in the Indo-Pacific, and Japan’s policy and regulatory environment.

He is a legal advisor of the Liberal Democratic Party Headquarters in Tokyo, Japan, providing advice regarding election law and cases that impact national politics or involve sensitive national issues. 

Mr. Kitamura served as a member of the outside auditor and supervisory board of Hitokuse Inc., a Tokyo-based startup in the preparatory stage for an IPO. He also serves as a mentor of the University of Tokyo FoundX, a startup accelerator managed by his alma mater.

He was previously an advisory lecturer at the School of Law, Graduate Schools for Law and Politics, the University of Tokyo, Japan.

Mr. Kitamura holds an LLM from Columbia Law School, a JD cum laude from the School of Law, Schools for Law and Politics, the University of Tokyo, and a BEc from the Department of Finance, Faculty of Economics, the University of Tokyo. Mr. Kitamura was born in Tokyo and raised in Tokyo and Paris.
