Biography

Dr. Steven Quay is a senior fellow at Hudson Institute. A physician-scientist and biotech entrepreneur, Dr. Quay conducts work on dual-use pathogen research, artificial intelligence–enabled bioengineering and synthetic biology, and national preparedness against engineered biological threats.

Dr. Quay is also founder and CEO of Atossa Therapeutics, developing novel therapeutics in oncology and infectious diseases. He has held faculty positions at Harvard Medical School and Stanford University School of Medicine and trained at the Massachusetts Institute of Technology with Nobel Laureate H. Gobind Khorana.

Dr. Quay is the inventor or co-inventor of seven drugs approved by the United States Food and Drug Administration and used by over 80 million patients worldwide. He holds 94 US patents and is the author of more than 395 peer-reviewed publications with over 12,000 citations.

He has briefed Congress and advised the State Department on COVID-19’s origins and biosecurity. He is the author of The Code as Witness: Proof of COVID’s Lab Origin and a Pandemic Prevention Plan (forthcoming 2026).

He is a member of the American Association for Cancer Research and a two-time Ernst and Young Entrepreneur of the Year. He received his MD and PhD from the University of Michigan.
