To deter China in the Taiwan Strait, the United States and its allies have thus far relied on a strategy of denial—persuading China that it cannot achieve its objectives through force. But Beijing has not been deterred from using incremental measures to coerce Taiwan and improve the People’s Liberation Army’s readiness for an invasion. These gray-zone activities, such as intrusions and war exercises in Taiwanese air and sea space, do not trigger a military response from the US but enhance China’s ability to launch a successful invasion in the future—making a Chinese attack more likely.
