Biography

Gil Guerra is a fellow at Hudson Institute. He specializes in US strategy for the Western Hemisphere, with a focus on the political, economic, and security dynamics shaping Latin America and the Caribbean and their implications for US interests. His research covers hemispheric security, strategic competition in the Western Hemisphere, migration as an instrument of statecraft, and emerging technology in the region.

Mr. Guerra is also a contributing writer at The Dispatch, where he covers Latin American politics, immigration, and US foreign policy. He was named the rising expert on Latin America by Young Professionals in Foreign Policy in 2024, and is a Novak Fellow with the Fund for American Studies for 2026-2027.

Prior to joining Hudson, Mr. Guerra was a senior policy analyst for immigration and security at the Niskanen Center, where he led the organization's work on irregular migration in the Western Hemisphere, migration from adversarial states, and immigration security issues. In that role, he served as an author for the FIU-SOUTHCOM Analytic Outreach Program, where he produced research on migration and security risks.

Mr. Guerra's writing has appeared in Foreign Policy, Americas Quarterly, City Journal, The Diplomat, and The Hill, and he has presented research at academic conferences in the United States, the United Kingdom, and Colombia. His work has been cited in outlets such as The Economist, CNN, NBC News, and BBC News, among others. He has been a featured guest on programs including ABC News Australia and The Dispatch Podcast.

Mr. Guerra received an MA in global security and borders from Queen's University Belfast, which he attended as a Mitchell Scholar, and a BA with high honors in political science from Swarthmore College. He is fluent in Spanish and has working proficiency in Portuguese.
